Foreign citizens may apply for visas under the following categories :

VI.RESEARCH PROCEDURES FOR FOREIGN RESEARCHERS IN INDONESIA
I.DIPLOMATIC VISA
Diplomatic Visas are given to foreign citizens bearing diplomatic passports, for the conduct of diplomatic assignments in Indonesia.
Requests for Diplomatic Visas must be submitted via an Indonesian diplomatic mission abroad, by filling out the appropriate registration forms and enclosing :
1. Complete proof of identity of the passport bearer.
2. Two 4x6cm colour passport photographs of the passport bearer.
3. The original diplomatic passport with at least 6 months validity from the date of submission.
4. A diplomatic note confirming the person's diplomatic assignment.
II. SERVICE VISA
Service Visas are given to foreign citizens bearing service passports, on assignment to Indonesia for non-diplomatic purposes.
Requests for Service Visas must be submitted through an Indonesian diplomatic mission abroad, by filling out the appropriate registration forms and enclosing :
1. Complete proof of identity of the passport bearer.
2. Two 4x6 cm colour passport photographs of the passport bearer.
3. The original passport with at least 6 months validity from the date of submission.
4. A diplomatic note confirming the person's assignment as non-diplomatic in nature.
III. TRANSIT VISA
-There are two types of Transit Visas available:
1. Transit Visa
2. Transit Visa On Arrival
-Transit Visa
The validity of a Transit Visa is 90 days from its date of issue,
with a staying period of 14 days from the day of arrival in Indonesia.
Requests for a Transit Visa must be submitted by filling out the appropriate registration forms and enclosing :
Complete proof of identity of the passport bearer.
1. Two 4x6cm colour passport photographs of the passport bearer.
2. The original passport with at least 6 months validity from the date of submission.
3. Persons stopping over in Indonesia to continue their journey to another country or their country of origin, must be able to produce proof of a ticket to that country.
4. Persons stopping over in Indonesia to join or work on a transport vehicle that will continue its journey outside Indonesian territory, must have proof of a work contract pertaining to that facto
5. Proof of having paid all dues according to regulations.
Transit Visas are given to persons of foreign origin who wish to stop over in Indonesian territory for purposes of :
Continuing a journey to another country.
1.Continuing a journey to return to their country of origin
2.To join or work on a transport vehicle that will continue its journey outside Indonesian territory.
3. In emergency cases due to a delayed flight or journey.
- Transit Visa On Arrival
Transit Visas On Arrival are valid for stopovers within Indonesian territory due to emergencies affecting transport vehicles and other legitimate causes, resulting in a delay in that journey and verified by the proper authorities.
IV. VISITATION VISA/TOURIST VISA
There are tour types of Visitation Visas:
1. Single-Visitation Visa
2. Collective-Visitation Visa
3. Multiple-Journey Visitation Visa
4. Visitation Visa On Arrival
-Single-Visitation Visa
Validity period of a Single-Visitation Visa is a maximum of 60 days. Requests for Single-Visitation Visas are submitted by filling out the appropriate forms and enclosing:
1. Complete proof of identity of the passport bearer.
2. Two 4x6cm colour passport photographs of the passport bearer.
3. The original passport with at least 6 months validity from the date of submission.
4. Letter of recommendation from a sponsor or, if considered necessary, a guarantee of the availability of funds to cover living expenses while in Indonesia.
5. Proof of a return ticket, or a ticket to continue travel to another country.
-Collective-Visitation Visa
Collective-Visitation Visas are valid for visits lasting a maximum of 60 (sixty) days. Requests for Collective-Visitation Visas are submitted by filling out the appropriate forms and enclosing :
1. Complete proof of identity of each of the requesting persons.
2. Two 4x6cm colour passport photographs of the passport bearer.
3. The original passport or travel document with at least 6 months validity from the date of submission.
4. Letter of recommendation from a sponsor in the country of origin, or a request from a sponsor in Indonesia.
5. Proof of return tickets or tickets to continue travel to another country.
6. Members of the group holding the Collective-Visitation Visas must carry their own passports and must enter and exit Indonesian territory at the same time as and with the group.
- Multiple-Journey Visitation Visa
Multiple-Journey Visitation Visas are valid for a maximum of one year, with the visitation period of each entry no longer than 60 (sixty) days.
Requests for Multiple-Journey Visitation Visas must be submitted by filling out the appropriate forms and enclosing :
1. Complete proof of identity of each of the requesting persons
2. Two 4x6cm colour passport photographs of the passport bearer.
3. The original passport or travel document with at least 18 months validity from the date of submission.
4. Letter of recommendation from the sponsor in the country of origin or the sponsor in Indonesia.
5. If deemed necessary, a guarantee of the availability of funds to cover living expenses while in Indonesia.
- Visitation Visa On Arrival
Visitation Visas On Arrival are valid for a maximum of 30 (thirty) days, and are given to the following parties :
1. Citizens from countries that do not require visas to visit Indonesia but have done so without entering the predetermined ports of entry.
2. Other foreign citizens that have acquired a permit from the Indonesian Directorate-General of Immigration.
Requests for Visitation Visa On Arrival must be submitted by filling out the appropriate forms, and enclosing :
Complete proof of identity of each of the requesting persons.
1. The original passport or travel document with at least 6 months validity from the date of arrival in Indonesia.
2.A letter of recommendation from a sponsor or, if deemed necessary, a guarantee of the availability of funds to cover living expenses while in Indonesia.
3. Proof of return tickets or tickets to continue travels to another country.
V. LIMITED STAY VISA
Limited Stay Visas are given to Regular Passport holders, valid for a 1 (one) year stay in Indonesia and must not exceed the validity period of his/her travel documents.
Requests for Limited Stay Visas must be submitted by filling out the appropriate forms and enclosing :
1. Complete proof of identity of each of the requesting person
2. Two 4x6 cm colour passport photographs of the passport bearer.
3. The original passport or travel document with at least 18 months validity from the date of submission.
4. Letter of recommendation from the sponsor in the country of origin or the sponsor in Indonesia.
5. A complete and updated Curriculum Vitae.
6. For those accompanying : -their spouse or parent who are Indonesian citizens living in Indonesia,
-their spouse or parent who are foreign citizens living in Indonesia holding Limited Stay Permits,
Must submit a copy of a their Marriage Certificate and/or their Birth Certificate.
7. For those conducting activities in :
- Religious missions
- Research
- Education
- Social fields
Must enclose the original and a copy of a letter of recommendation from the institution or specific department/division that has assigned them.
8. For those who wish to work in a foreign investment or domestic investment venture, or as a technical professional on assignment by a foreign aid organizations, must furnish a letter of recommendation from a technical department, the Departement of Labour, the Investment Coordinating Board, and a copy of the letter of agreement to employ foreign labour.
9. For those seeking repatriation, must provide proof of former Indonesian citizenship and proof of a guarantee of living expenses in Indonesia.
VI. RESEARCH PROCEDURES FOR FOREIGN
RESEARCHERS IN INDONESIA
INTRODUCTION
The purpose of the Decree of the President of the Republic of Indonesia No. 100/1993, dated on November 1, 1993, is to enable researchers of other countries to carry out research in the Republic of Indonesia. This applies to research of all types. Initial clearance for research proposals is given by the lndonesian Institute of Sciences (LIPI). LIPI, assisted by other concerned agencies within the Government of Indonesia known as Coordinating Team, holds a monthly meeting to review research proposals.
APPLICATION
To enable the Coordinating Team to review a research proposa!, researd must submittheir ap plications and the foliowing supporting documents to do research in Indonesia to LIPI:
1. A formal letter of request to do research in Indonesia, a copy of which is addressed to the Jndonesian representative abroad, (e.g. Indonesian Ambassador, Consul General, or Consul).
2 Six copies of detailed research proposal which should have a title, stated objectives and description of the methodology and concept, as well as locations (including a listing of vi1lage town(s) and or city(ies) where field research will be done) and the starting date and duration. This should be written in either English or bahasa Indonesia.
3. Six copies of researcher’s curriculum vitae including a list of publications.
4. Two letters of recommendation, one from a professor or equivalent senior researcher in the researcher’s discipline and the other from an official of the researcher’s home institute or university.
5. Letter of recommendation supporting the research plan from the Indonesian sponsor. A letter from an Indonesian academic institution and/or a Research & Development Center agreeing to serve as sponsor for the researcher ‘s tenure in the country is a key document required by LIPI before the application can be forwarded to the Coordinating Team. If a researcher can not arrange a sponsor, LIPI will, but this is a more time consuming process.
6. A letter guaranteeing sufficiait funds to cover research and living expenses in Indonesia and fees for the Indonesian counterpart (s). The letter is optional and should be arranged between the researchers and his counterpart (s).
7. Health certificate statíngthat researcher is in a good health, both physically and mentally, to carry out research.
8. Letter of recommaidation from Jndonesian rep resentative abroad, usuallythe Indonesian Am bassador or Consulate.
9. fliree rec photographs (passport size)
10. Three copies of researcher’s passport.
11. A list of the equipmaits brought to Indonesia, if any, to support the researdi. 11 value of these equipm should be stated in US doilars.
12. If researcher plans to bnng bis or her spouse and childrai with himiher to Indonesia, the re searcher must submit a copy of marriage cer tificate, spouse’s resume, photographs and clear photo copies of his/her family’s passport.
RESEARCH VESSEL

APPROVAL
When request for a research permit has been ap proved, LIPI will request the Dire Guieral of Inimigration to issue a visa authorization number whidi will be saitto the Indonesian Embassy or Con sulate where the researcher will apply for a visa. This place should be explicitlynominated bythe researdier.
ARRIVAL IN JAKARTA
Upon arrival in Jakarta, it is essential that researcher informs the Immigration Officials at the Soekano-Hatta Airport his/her research site(s). The researcher will be given three to seven days by the Immigration Oflcials to report to the immigration Office in the research site(s).
Within the given penod of time. the researcher must rqort to LIPI at the following address:

Having reported to LIPI the researcher will be provided with the following necessary documents:
1. A letter to be taken to the Police Headquarters at Direktorat lNTELPAM, JI. Trunojoyo No.3, Kebayoran Baru, Jakarta Selatan, to obtain a Surat Keterangan Jalan.
2 A letter to the local Immigration Office nearest to the research site in order to obtain KITAS, if a researcher is going to stay in Indonesia for 6 (six) months or more.
3. A letter to the Ministry of Home Affairs (Departemen Dalain Negeri), Division of Social and Political Affairs, Ji. Medan Merdeka Utara No.7-8, Jakarta Pusat. 11 Departemai Dalani Negen wilI issue a supporting document the foliowing day.
4. A l to the researcher ‘s Indonesian counter part, and
5. A researdi permit (SURAT IJIN PENEL1TIAN).
ADMINISTRATIVE FEE
For the seivic provided by LIPI an administra tivefee is payable by researdierto LIPI upon anival in Jakarta (see the attadied she for current year). Pay ment should be done in cash.
ARRIVAL AT THE LOCAL RESEARCH SITE(S)
Immediately upon arrival at the research site, re searchers must report to the followmg offices, to present:
1. A letter from LIPI to the sponsor
2. A letter from LIPI to the Local Immigration Office.
3. A letter from the Departemen Dalam Negeri to the Local Municipal Administration (Pemerintah Daerah) Division of Social and Political Affairs.
4. A copy of Surat Keterangan Jalan issued by Police Headquarters in Jakarta to the local police office.
REPORTING ON RESEARCH PROGRESS
Researchers are required to submit to LIPI six copies of a Quarterly Progress Report. Failure to fulfil this requirement will oblige LIPI to revoke the research permit and it support. Consequently, the researcher will be advised to leave the country.
EXTENDLNG OF RESEARCH ACTWITY
Should researchers need to extend their re searches and stay permits, they have to subrnit the following documents to LTPI three months prior to the expiration date of the initial permit:
1. A letter explaining the reason for an extension
2. Six copies of Provisional Final Report, and
3. A letter of support from the researcher’s Indonesian Counterpart
TRE OBLIGATION OF RESEACHERS
1. The researcher is prohibited to undertake activities other than stipulated in his/her research permit.
2. The researcher is required to respect the custom, tradition, and cultural values prevailing in the region.
Having reported to LIPI the researcher will be provided with the following necessary documents:
1. A letter to be taken to the Police Headquarters at Direktorat INTELPAM, Jl. Trunojoyo No. 3, Kebayoran Baru, Jakarta Selatan, to obtain a Surat Keterangan Jalan.
2 A 1 to the local Immigration Office nearest to the research site in order to obtain KITAS, if a researcher is going to stay in Indonesia for 6 (six) months or more.
3. A letter to the Ministry of Home Affairs (Departemei Dalam N Division of So cia! and Political Affairs, JI. Medan Merdeka Utara No. 7-8, Jakarta Pusat. lije Departemen Dalam Negeri will issue a suppoiting doojment the following day.
4. A 1 to dic researcher ‘s Indonesian counter part, and
5. A research pemit (SURAT IJIN PENEL1TIAN).

COMPLETION OF RESEACHER
Upan completion of the research, researchers must obtain an Exit Permit Only (EPO) from the Iminigration and fiscal exemption from the tax of fice. The fiscal exemption (bebas fiskal) exempts researchers from paying the Indonesian exit fee or fiscal. It is only given by the Indonesian Tax Office and only to researchers when they complete their researches.
Following is the procedure to obtain an EPO and fiscal exemption through LIPI:
1. One month prior the completion of the research, the researcher should submit an interim report to LIPI and inform LIPI of the exact date of depature from Indonesia. He and his counterpart should write directly to Kepala Biro Kerjasama Iptek LIPI, notifying that his research is almost done and he plans to leave Indonesia on (date of depature). Attached to the counterpart’s letter an interim research report in five copies consisting of 25-30 pages. In the letter, the counterpart should request LIPI to prepare a cover letter to the Iminigration Office requesting to issue an EPO and a cover letter to the Tax Office for a “bebas fiskal” for researcher.
2. Researcher should submit LIPI’s cover letter and a completed application form, passport, Immigration document (KITAS) and the letter from the sponsoring institution on the Immigration Office that issue KITAS.
3. Researcher should submit LIPI’s to the Tax Office in Jakarta three days prior to his/her depature.
